Send validated bootcamp signups to enrollment coordinators before cohort starts

Your redemption code submissions arrive unverified, causing mistaken enrollments. Enrollment coordinators receive confirmed signups and invalid-code alerts so outreach and billing stay accurate before the next cohort starts.
