Send tech clock-in job alerts to dispatch supervisors before shift

Your technicians' job clock‑ins arrive without updating dispatch boards, causing missed handoffs and delayed crews. Dispatch supervisors get job-start notices and updated cards so crews are assigned before the next workday.
