Route signed ambassador contracts to project coordinators before kickoff

Your signed ambassador contracts land unfiled in the e-sign system, causing delayed certificates and missed milestone handoffs. Coordinators get the finalized certificate and tagged customer record so kickoff work starts before the next milestone.
