Publishing team lead: remove course access on tag removal

Publishing team leads lose track when onboarding tags are removed, letting former members keep course access. Removing access on tag removal prevents manual offboards and keeps membership lists accurate.

Overview

Offboarding gaps let former members keep access and create messy membership lists for publishers. This workflow revokes course access when onboarding tags are removed, eliminating manual offboards and preserving accurate rosters.
