Issue verified course completion badge and notify learner

Learners finish courses without badges, leaving credentials unshared and certification records incomplete. Issue badges and notify learners immediately so records stay current same day.

Overview

Manual badge issuance delays learner access and leaves certification records out of date. This flow issues verified badges and emails learners the same day, keeping records current and learners able to share credentials immediately.
