Forward sales webhooks to fulfillment coordinators before dispatch

Your sales webhook payloads arrive inconsistently and leave fulfillment queues incomplete, causing missed picks and delayed shipments. Provide coordinators ready fulfillment records so orders are queued before the next dispatch run.
