Create event sign‑in supporter records for coordinators before outreach

Your event sign‑ins arrive unlinked to supporter records, causing missed follow‑ups and outreach gaps. Coordinators get verified supporter records with event tags so outreach includes new sign‑ins before the next outreach run.
