Create Canadian shipping orders for fulfillment coordinators before pickup

Your incoming store orders land in a mixed queue causing delayed carrier routing and missed pickup windows. Fulfillment coordinators get shipping-ready orders and a tracking ops row so packages ship before the next pickup.
