Alert listings ops when approvals finish for publishing

Listings ops coordinators miss platform approval messages, causing publishing delays. Notifications surface approvals to the ops inbox so coordinators can publish without manual checks.

Overview

Unread platform approvals create publishing bottlenecks and listing downtime. This workflow pushes approval notices straight into the listings ops inbox and opens a publishing task, eliminating manual status checks so approvals turn into live listings promptly.
