Add waitlist candidates to recruiter queue before outreach SLAs

Your candidate waitlist signups land without recruiter context, causing delayed interview scheduling and missed intake windows. Recruiting coordinators get enriched contact rows plus an alert so interviews are booked before outreach SLAs lapse.
