Add channel messages as issue comments for incidents

Channel threads left out of the linked incident lose context and slow triage. Add those messages as issue comments so responders see conversation context same day.

When channel conversations aren’t attached to incidents, responders miss critical context and triage slows. This flow copies channel thread messages into the linked issue so SREs and incident responders see full conversation context and can act within minutes.
