Update subtask dates and assignees from tag

When a scheduling tag is added to a task, subtasks often keep incorrect start/due dates and unassigned roles, slowing delivery and handoffs. This flow recalculates dates and applies assignees so program coordinators have accurate tasks before the next cadence.
