Remove moved non-won policies from the wins spreadsheet

Your won policy tickets sometimes revert or change status, leaving stale rows in the shared wins spreadsheet and confusing sales and billing staff. Keep the wins sheet accurate by deleting rows when a ticket moves off won so campaign and billing teams see current data same day.
