Add bootcamp registrants to participant list and community

Your bootcamp signups in the project board aren’t enrolled into email lists or community access, slowing welcome messages and prep for sessions. This creates or updates the participant contact, adds them to the list, and grants community access so coordinators can welcome them same day.
